I assume you mean for your child?  Check out the instructions on the social security administration's website.  I imagine it is much like applying for an SSN for a baby born in the US.....filling out a form and providing a copy of the BC, plus in your case, a copy of the passport bio page.

Just check a few times everyday and you should find something available, might take a week of searching.
