You made a mistake and something in the petition has made them believe you are in the US and would be Adjusting Status. As you noted in your post, you are not currently in the US. The petition states "If the beneficiary decides to apply for an immigrant petition outside the United States...you should file Form I-824". Have you done this already?

Based on the USCIS processing time(https://egov.uscis.gov/processing-times/). It takes the service centers between 7-12.5 months to process this form. Maybe something who has experience with this will comment. I've seen other posts where it takes about 6 months for this form to process. You can also try and call USCIS and see if they can still do it for you, but it looks like you just added at least an extra 6 months to your immigration journey

That’s a pretty big error for a lawyer to make. Unfortunately because it was an error on your side (and not USCIS) you will have to follow the procedure outlined in the form. You can try calling them (as trying to get in touch with a tier 2) and asking if there is anyway they can forward it, but it’s a slim chance.

Pay the $465 and file the form I-824 as soon as possible. It sucks but you should budget an extra 6-9 months for this form to process. Could be shorter could be longer. It’s a very unfortunate situation.

edit: would also be asking that lawyer to reimburse you for the fees...
