I-864A Instructions re: Part 4

The instructions for the I-864A, for Part 4, state "If you provide a photocopy of your tax returns, you must include a copy of each and every Form W-2 and Form 1099 that relates to your returns. Do not include copies of these forms if you provide an IRS transcript of your returns rather than a photocopy unless you filed a joint Federal income tax return with your spouse."

 

The I-864A in this case was signed by the spouse of the petitioner (petitioner signed I-864).  Tax transcripts were submitted instead of returns.  Since they filed MFJ, are W2's and 1099's absolutely necessary?
