Heard about this today.  This will be very interesting in how it turns out.  I imagine it will lead to the other states to follow suit quickly as if not, the talent drain from the other schools will be huge.  Overall, I am not against this, but if it does stand, then these athletes should then be paying for their own education.

It may sound reasonable but unless the NCAA goes along then the athletes and schools will be sanctioned and unable to participate in NCAA sanctioned sports.
