Application received

Had my interview 26th June it went well visa was approved by Co but medical wasn't ready because of TB test.10 weeks later medical was ready and all came out negative. How ever the hospital told me the are the ones to deliver the medical if an applicant under go further testing like TB and that's the normal policy and the embassy knows this.so I had to drop off passport at DHL Lagos on the 21th August and I email the consulate and the confirm the have my passport but didn't make reference to medical as it is was sent by the hospital I only went with the 221 g to drop off passport. 2 weeks later passport was sent back without visa and my status was showing Ready however an email back to the consulate asking why visa was not issued and phone calls they said there was no medical sent in with passport and I had to go back to the hospital requesting them to give me my medical so that I could send it back myself and the doctor call the consulate spoke with them and they confirmed to the doctor that they have my medical and 3 days later precisely 10th of September I received an email from the consulate to drop off my passport for visa issuance and I proceeded to do just that the same day and my status went from Ready to Application Received and case created also changed from May 31st to September 9th and the last update was on the 16th. It's been 17 days more than 10 working days my status still remain on Application Receive when will US Embassy is likely to issue my visa has anyone experienced this before?
