you should wait 4 to 6 weeks. I received NOA for my renewal within 3 weeks. you should receive it anytime by now

i have seen many cases where i360 approval notice came after 4 to 5 months after c31 EAD. so @Icemanwait your approval letter will come soon. good thing is that you have an EAD based on vawa..

The issue is, Im in removal proceedings, and the court will not cancel the removal proceedings till I can prove that my case was approved. I don't care if they approve my case online as long as I can get the notice of approval letter from them. That way I can submit it to the court and have my Removal proceedings terminated in court. I can't even file for I-485 with USCIS till the case is dropped from court. 

My attorney said to wait at least 30 days before we can submitt an inquiry with USCIS. (30 days from the day my filing date became current)

You can do it either ways! You are able to send evidence alongside copy of your i360 receipt or you can wait to get RFE..I'll advice you gather solid evidence first! Good thing they have accepted your case!

Don't wait! Ask your congressman to help ASAP! This is for your benefit not your attorney's!

What's the process of getting the congressman involved? Do I just call the local congressman and submit an inquiry?

Usually you call or email but call is faster! State your issue(s) they'll send (email) you a privacy release form which you'll fill out, sign and send back to them..(usually scan and send back) they'll take it from there and get back to you soon as they have word from USCIS!

Did I understand correctly? What should I attach their response to every correspondence and letter sent? (copy)

Under the Violence Against Women Act (VAWA) you are  eligible to apply after three years that you received your green card,but legally speaking you can apply after 2.9 months.

Your attorney must answer the RFE even if it's a mistake made by the USCIS.  Yes the Court will stop your  removal until final adjudication of your I-360, of course the attorney must ask the Court to stop  your removal.

If you got the EAD category C31 then your VAWA was approved. USCIS just didn't send you the approval letter.
