Embassy unable to verify address

I received an email from GUZ last night that said the "we are unable to send you an instruction packet as either there is no valid local phone number in your file or the address listed in your file is undeliverable" and they included a link to a form to provide a corrected address.   It also says "Please provide us with your updated telephone number and mailing address in Chinese as soon as possible".   

 

The address and phone number are valid.  We did provide this address on the original i129f in the native characters as requested but they don't see this as valid.  The interesting part is the email specifically says to provide the address in Chinese and provides a link to GUZ embassy inquiry page to provide the information yet this page says " (Please note only English is acceptable currently)".  Attempts to call at 2am this morning didn't get anywhere and I'm not sure what to do. 

 

The address is correct, the phone number is correct, they want it updated in Chinese on a site that says English only.

 

Very confused 😕

One way to do this, if it comes to that, would be to submit Chinese telegraphic codes - 4 digit numbers for each character. These codes were REQUIRED as of 10 years ago when applications were hand-written. Hopefully, they'll get back with you, though.

 

There are websites that will generate the codes for you.

See https://www.njstar.com/cms/chinese-commercial-telegraph-code-lookup , for one. The consulate may or may not still be able to decipher them, but it' would at least alert them to your predicament., if they don't get back to you with a better method.

After sending a few inquiries on the CEAC support page along with an email, it seems to have landed with someone that was able to help us.  She received a phone call from the embassy to verify the information and said they can now recognize the address.  Not sure what changed, but things seem to be moving along again.

My wife and I are waiting for NVC to review and approve us for interview so that I can complete the Guangzhou consulate (CGIFederal website) processing. I have keyed in all the details and am at the step where I have to specify the address for premium document delivery. I have entered the address using western characters/English, rather than Chinese characters/Hanzi.

 

I have the address in Chinese, so could enter it if needed. We've had so many delays so far, I want to avoid it where possible.  Seems like most other China VJers must have entered data into this system, so I'm surprised that there isn't more guidance/experience on what other people entered.

 

(BTW - I'm also from Tampa, but right now I'm posting from here in Shanghai with my wife).

I'm not sure if this was the source of our problem or not.  I had provided her address in Chinese on the original i129f so I don't know if they didn't see it or they were just trying to verify? 

 

Based on what I've learned through this process, all mail sent and received within China must be addressed in Chinese.  I would suggest entering it using the native Chinese characters since this could have been part of the issue for us.  The form on the CGI site is basically free-form text for the "premium delivery address",  but they also have city and state as "required fields" right below it which only adds to some of the confusion.

I've sent post and packages to my wife using English on the envelope. While I realize that's from an international origin, and not within China, it seems like the Chinapost system will recognize English address labels.

 

I'll change the address in the CGIFederal system and see what happens.

Only my guess, but I think the reason for requiring Chinese on express/courier mail within China is because the couriers don't read or speak English.  (Thinking about the yellow Kangaroo or Blue guys on mopeds)
