I am filling out the 1-134 form and question 9 states:

I have previously submitted affidavit(s) of support for the following person(s). If none, state none.

How do I answer this question? 2 Years ago, I filled out a form 1-864 for a relative in the USA to get a Green Card. She has not violated it.

Is I-864 regarded as an Affidavit of Support too at the consulate?

If answer NO and yet I filled out I-864, will that be considered dishonest?

If I answer YES and yet I did not fill out a I-134 for anyone, is that not a contradiction?

Please help. My fiancee's interview will be in the next 3 weeks or so.

As Yodrak said, your answer should be YES, especially since the question is whether you submitted an affidavit of support, not distinguishing the I-134 and I-864, both affidavits of support.
