We were able to obtain coverage via the ACA website.  The system actually now asks immigration related questions, so we were able to indicate that we are not eligible for Medicaid due to immigration status.  

 

Question - how do we indicate that there is no income?  My relative immigrated in 2020, so there is no 2019 tax return.  Can they still file one?  Any help is appreciated.

Do they currently have zero income? If so that is what they would show on the application. And a 2019 filing is not applicable as they were not tax resident.

Yes.  Zero income currently.  The ACA application accepted this.  The only issue is providing proof of this, as the system asks for supporting documents.  The system gives examples of tax documents or pay stubs.  For lack of employment, it says unemployment and things like that.  Since a new immigrant has none of this, could we just include a letter to the ACA stating that there is no income?

I would call and ask, mist be very unusual for somebody to want to buy Insurance and not have any income, seems reasonable the system would not cope with one off situations.
