Hello VJ community, I am U.S citizen filing I-130 for my parents who reside outside the U.S. As I understand I have to fill out and file 2 seperate I-130 applications, one for my mother and one for my father. If so, i have a few questions that I can't seem to find answers searching through existing threads. 

 

  1. Do I send both I-130 packets (one for my father and one for my mother)in two separate envelopes to USCIS  or do I send it in the same envelope?
  2. If I can send it in the same envelop, do I write two separate checks of $535 to USCIS , one for each I-130 ?
  3. Who should I make the check payable to ?
  4. If I can send both applications in the same envelope, should I be putting only one copy of my birth certificate, passport copy etc that are needed for both applicants ? Or should I paper clip separate copy of the supporting documents to each I-130 ?
  5. I am a little confused by wording on USCIS website here about "If you are filing a standalone Form I-130" sent your I-130 to this address. Is the address in the linked USCIS page the correct address to send my I-130 and supporting documents for parents ? I live in Texas and I beleive I will need to sent my petition to P.O. Box 21700, Phoenix  , AZ . Can I you guys please confirm that will be the address to send the petition. 
  6. Do I need to send in I-864 along with the initial filing ? This thread in VJ  makes me wonder if I need to send I-864 with my initial filing. But it is not mentioned in the VJ guide for parents filing here

If you use 1 envelope separate the 2 cases with rubber bands or fasteners: https://www.uscis.gov/forms-filing-tips

Yes, 2 checks; $535 each

Treat each I-130 as it's own case. Each I-130 will need a copy of the required documents.

That is correct.

That thread is incorrect. It's needed later at the NVC stage.

I guess I have one follow up question. Will UCSIS  be able to know this is the parents of the same petitioner and call them for an interview on the same day or will they treated as two different application to the end and  my parents on different days for the interview?

No, each petition will be adjudicated separately.  By chance they may interview on the same date but that doesn't often happen in real life.

November 6th, 2018 State ID Card Received, Applied for Global Entry - Feb 8,2019 Approved.

July 14, 2020 Removal of Conditions submitted by mail  July 12, 2021 Biometrics Completed

August 6, 2021 N-400 submitted by mail

September 7, 2021 I-751 Interview, Sept 8 Approved and Card Being Produced

October 21, 2021 N-400 Biometrics Completed  

November 30,2021  Interview, Approval and Oath

December 10, 2021 US Passport Issued

August 12, 2022 PHL Dual Nationality Re-established & Passport Approved 

April 6,2023 Legally Separated - Oh well

Like mentioned above the I-130s are adjudicated separately. Furthermore, USCIS doesn't schedule consular interviews. If one petition reaches NVC first, you can purposely delay by not paying the NVC fees until both petitions are at NVC. But still no guarantee that the visa interview will be on the same day.
