Currently my fiancé is working in Vietnam and will be until late December, when she will return to the Philippines. On the letter of intent to marry and other supporting documents, should I put her address in Vietnam or the Philippines?

No address is required.   It is a statement of intent,  does not need to be in letter format

In the I-129f you will probably want her address in the Philippines.

 

That way she will get the mail from the consulate after NOA2

I-751 Timeline

 

● Aug 11, 2022 / I-751 / Submission to USCIS

● Jun 20, 2024 / I-751 / Biometrics, i.e. fingerprint and photo

It isn't required,  but if you feel the need, since it is a requirement of the USCIS for the petition,  and not for Manila,  I think you can figure it out from there

Letter of Intent doesn't have a "home address"

 

For other documents, especially the I-129F you will want to use her home address in the Philippines.   NVC has a habit of looking at the home address when forwarding the case file to the appropriate embassy (ya I know there is a section for that on the form, but NVC tends to not look there).
