My daughter's Green card expires in 3 months.  I figure that it will come after the deadline, but can she still renew it?

Expires as in a 10 year card (based on your timeline/signature)? Yes, just file an I-90. A green card is only evidence of LPR status, not the status itself.

Although if she needs to travel abroad, she needs a current green card. She can take the I-90's NOA1 to an Infopass appointment to get an I-551 stamp in their passport, which acts exactly as a green card for 1 year. If your local field office no longer accepts infopass appointments, call to make an appointment for the stamp.

 

If she doesn't have an unrestricted Social Security card already, I suggest getting one now. This + a current state ID/driver's license can be used as evidence of working authorization for an I-9. Otherwise a valid green card (including the I-551 stamp) can be used.

She just tried to get back in the US.  Immigration is telling here that she should have tried 6 months 

before the 10 year Green Card expired, so she was turn away.

Something is no adding up here. Was turned away by whom and where? How long has she been out of the country?

I am still trying to get my daughter out of Mexico.  I am trying to use a Sb1 visa after she was turned away from the US for being to close to her green card expiration.  I cannot find how to send the fee to the local US counsilate in Mexico.  I see no place to send the funds.  I am wondering if they will accept a check or money order or some other way and who to send it to if they want paypal or some other electronic way.

Must be paid in-person: https://mx.usembassy.gov/visas/immigrant-visas/immigrant-visa-faqs/ "The Consular Section cashier accepts either U.S. dollars or Mexican pesos. However, the payment must be in only one currency (i.e., you must pay the total entirely in U.S. dollars or entirely in Mexican pesos). We accept cash. We do not accept checks, credit cards or debit cards. Please be advised that you should pay money only to the Consular Section cashier. The Consular Section cashier will issue you a receipt showing how much you paid and what services you paid for. Make sure you receive and keep your receipt."
