Will the spouse visa change anything as far as being considered a public charge or anything like that?

 

k1 or cr1, public charge concern remains the same. with a cr1 she can work very quickly (usually a couple of weeks after arriving, whenever she gets her ss card). I know you say you live simply, but healthcare is expensive. car insurance (especially for new drivers) is expensive, life is expensive. What if she gets pregnant? Your spouse might want to travel a bit and see more than your house. You have 3 children who will eventually age out of their payments, but you two will still be there. Expenses still continue.

 

Can you use the children's income? yes. But all the factors I, and others, have listed, will go into the CO's determination of approval or not.
