Here's the link to the marriage license application. Fill it out up to a year in advance, and you will only spend 10 to 15 minutes getting the license. They just need to verify your information as everything is already in the system.

Go to Las Vegas. They have drive thru wedding chapels, so you don't even have to get out of the car. Elvis look alike, pink Cadillac.

I think there is one where you can get married by an Space Alien. LOL.  Yes, most likely the fasted way.

I got married in Vegas, I had the minister fill out the certificate the same day and give it to me, I went to file it next day and got my certificate in about 5 minutes. If I didn't have a proper ceremony & reception, probably could have done it in a day.

Vegas is worth visiting once anyway, so I'd go for Vegas too if I were you.

I also got married in Vegas! It was great fun and the chapel was lovely. Got the certificate the same day, and then had a fantastic meal at Catch in the Aria. We then hit the strip later on to hit up a few bars. Vegas is really set up for weddings, and you can make a memorable weekend out of it.

Everything was extremely efficient. They even have self-service kiosks in the courthouse for you to print copies of various things and access information.

We went to the Santa Barbara courthouse.  1.5 hour drive from LA.  GORGEOUS location, our photos are incredible (bycherryphotography) and it was just the 2 of us.  We made an appointment a few weeks prior. The ceremony itself was in the garden and was so incredibly special.  We had the marriage certificate 3 weeks to the day in our mailbox.

I know OP is looking for a super fast process, but for reference, I was married at the LA County office (Norwalk) in late August.  When I submitted my marriage licence, I scheduled the civil wedding 1.5 weeks later without issue.   On the day of the wedding, we got a temporary marriage certificate.   We were told we'd have the real marriage certificate in 3 weeks.  I didn't believe it, but exactly 3 weeks later,   it showed up in the mail.
