LPR mother becoming a US Citizen sponsoring F2B son

Hello,

 

I've filed I-130 for my unmarried son back in June 2018 as a LPR mother.

I am about to become a US Citizen soon this year 2019. 

 

Should I send a opt-out letter asking to stay in F2B instead of F1, since in the F2B category my son can get a visa sooner?

 

Is it necessary to hire a laywer to prepare and send an opt out letter? I have found samples of opt out letters over the internet and have prepared my own petitions and my son's I-130 as well by myself. Please advise. 

 

Also, I need help understanding the purpose of the two bulletins  FINAL ACTION DATES FOR FAMILY-SPONSORED PREFERENCE CASES  and DATES FOR FILING FAMILY-SPONSORED VISA APPLICATIONS 

I am not sure I understood what the 2 tipes of bulletins are for. PLease advise!
