Yes i have been receiving this regularly every 2 month. Last one i received was on jan 27th

You should be fine. Now you're in line for interview. Hopefully, we don't have to wait for a long time.

But personally i dont think this is the case as my pd is current from more than a year. Also i found out lot of people are getting this message and few also got il after getting this message 

If this is a know bug then not a reason for us to panic. But if this was a real message, I would be very disappointed. The consulate can not issue visa if they have reached the annual numerical limit in the category even if the case Priority date is current and DQ.

Just wondering if they reached limit wouldnt all the applicant would get this message who are f3?because not all are getting this message

I personally don't believe the annual numerical limit was reached. There were 140,000 Family-based IV wasted last year, which is transferred to Employment-based this year. 

 

I think there should be sufficient IV for this year.

You may want to check your case status in CEAC to see if your case status is in transit. 

 

If NVC transfers your case to the Post, your case status would show: In transit.

Either way, you should receive your IL very soon as the Post interviews most FB cases DQ'ed on Nov. 2019.

Yeah, that is puzzling. I checked my status again and it is not showing like yours. So I would like to agree with @204 ‘s guess  that NVC may have stated to transfer your case to Montreal which generated this bugged message. If you receive IL in next 2-3 weeks, we will know this guess was correct. Otherwise we may see other F3 behind you in line getting similar messages. Keep us posted, let’s hope our guess is correct.
