Difference in Case Processing Times

Hi
I was checking the processing time on USCIS website.  https://egov.uscis.gov/processing-times/ I fount a lot of difference in processing time in difference Services Centers i.e.in  California service center 1-130 takes 15 to 19.5 months but in Texas it takes on 5 months. Check  the processing time below for both service centers. 
Is the processing time correct on this website?

Processing time for Petition for Alien Relative (I-130) at California Service Center

  1. 15 Months to 19.5 Months
    Permanent resident filing for a spouse or child under 21
    February 21, 2018
  2. 47 Months to 61 Months
    U.S. citizen filing for an unmarried son or daughter over 21
    October 01, 2014
  3. 50 Months to 64.5 Months
    Permanent resident filing for an unmarried son or daughter over 21
    June 06, 2014
  4. 87.5 Months to 114 Months
    U.S. citizen filing for a married son or daughter over 21
    May 23, 2010
  5. 99 Months to 128.5 Months
    U.S. citizen filing for a brother or sister
    March 05, 2009

  1. 5 Months to 7 Months
    Permanent resident filing for a spouse or child under 21
    February 24, 2019
  2. 8 Months to 10.5 Months
    U.S. citizen filing for a spouse, parent, or child under 21
    November 16, 2018
  3. 8 Months to 10.5 Months
    U.S. citizen filing for an unmarried son or daughter over 21
    November 16, 2018
  4. 5 Months to 7 Months
    Permanent resident filing for an unmarried son or daughter over 21
    February 24, 2019
  5. 8 Months to 10.5 Months
    U.S. citizen filing for a married son or daughter over 21
    November 16, 2018
  6. 8 Months to 10.5 Months

130 filed on Aug 1st 2019- Denied Due to printed on outdated form thats was expired on July 31st 2019

130 filed again on Aug 13 2019 

1-797C received with Notice date 08/16/2019
