Which USCIS service center is best to send your F2A petition to right now

You don't send the petition to a service center. You send it to the lockbox and they assign a service center (most likely CSC for family preference cases).

An I-130 is filed with a lockbox. See https://www.uscis.gov/i-130

Assuming there is no I-485 involved (none was noted ITT), then you would file with either Chicago, Dallas, or Phoenix. The specifics are in the link quoted above (https://www.uscis.gov/i-130-addresses).

 

Edit: Can you point me at what question on the I-130 is asking for a state?

Is it Part 4, #61? If so, that only applies to AOS (I-485) filers. You would use #62 instead for consular processing (standalone I-130, interview abroad for the visa).

Hello,  please we got a text message from USCIS saying our case was received and that official form I797 will follow in mail,  how long will it take for us to get it??  We got the text on Thursday.  Thank you

Normally it takes a week or 2 to get the notice in the mail. it has to go through their mail room and such still.

The petitioner can signup for USPS Informed Delivery to get daily notices of mail coming for the day.

We got the NOA today,  the priority date on it is September 27th 2017. Same day they received it,  is that normal??
