Is it actually not available or do you not want to send it because you think that having been in Canada 7 years negates it?

If the Trinidad police report or an equivalent is listed as available on the reciprocal page then you have to follow the instructions to get it no matter how long it is since they lived there, even if someone only lived in a country for one year more than 20 years before applying for visa then they still have to get it.

According to the NVC process on the state.gov website, the equivalent certificate from Trinidad is the Certificate of Character.  You need to provide this unless she was under 16 when she last live there

No.

If you are 16 years of age or older, you must submit a photocopy of a police certificate from all countries you have lived in using below criteria: [see link below]

https://travel.state.gov/content/travel/en/us-visas/immigrate/the-immigrant-visa-process/collect-and-submit-forms-and-documents-to-the-nvc/step-5-collect-supporting-documents.html

Separately, this implies that you guys have not read the immigrant visa instructions (part of which is linked above). Please make sure you do so to avoid other unintended errors.
