I suppose the 'arts and crafts' you seem so interested in are not the main reason for the visit but are still things we like to do together. It is mainly to travel and show her some of my country and hopefully go to some events and workshops together. The only real 'rush' is that she wants to come soon and so do I. Just trying to figure out the best options or possibilities for that to happen.

Well, time for the two of you to try a Plan B meaning you can travel to Estonia or meet in some other country.  She will not be getting into the USA anytime soon after getting a denied B visa and denied ESTA.

Best bet would be for you to visit.

She is interested in trying to the US arrive by land from either Canada or Mexico by filling out the I-94w.  

We are wondering about the best options in getting her here soon and if anyone has experienced the same or similar situation. 

We understand she can still technically enter by land without the Esta but want to know the likelyhood for her to be admitted this way or if there are any other/better options for her.

It doesn't matter if she arrives by land or air, she would still need to show her visa or ESTA at the boarder.

In general an ESTA is denied after a B1 is denied. Entry with an I-94W will very likely be denied too.

 

Most likely because B visa can stay up to 6 months and ESTA stay is up to 90 days.

This. It is going to be patently obvious for what it is: an attempt to “sneak in” having been denied two other routes.

Estonia is beautiful, have you visited? A trip to the Baltics (soon, before it starts getting cold) is definitely not the worst alternative to her coming here that can think of.

I was going to say this is a good idea. Then I remembered the US and Canada share info, and that the Canadian eTA also asks if you’ve ever been refused a visa anywhere, and I started wondering if she would even get authorization to enter Canada with this history.

Nobody shows an ESTA at the border. ESTA is a travel authorization only. It lets you board the plane and nothing else.

The VWP is what is used to enter without a visa. This can be done by land directly. Although as others noted, the likelihood of being granted admission here is quite low.
