Do I have to file I-864 along with I-130 for my Parents (Filling two separate I 130 Petitions for mom and dad)

Hello guys - while I'm pretty sure that I don't need to file I 864 along with I 130 because my parents live outside of the US, as I was getting ready to print and send my I 130 forms for my parents, I read it somewhere that it needs to be completed. Is it a good idea to send it along with the I 130 form now?  I read that there are some changes made to the form which takes effect on Oct 15th, so I'm trying to figure out what is the best option here? Any feedback would be really appreciated.  Thanks!

No.  It will be a stale document by the time you need to submit it and you will need to submit a newer one

Thanks for the quick response. When would this be required then? I guess my question is, is this only required after the initial form I 130 is approved?
