Documents review time at NVC increased?

My IV case is under F4 category presently under process at NVC. I have paid the IV fees and submitted DS 260 along with all the financial and civil documents on 20 Jul 2019 to NVC via CEAC portal. Till to date there is no change in the status to indicate that my case/ documents have been reviewed. As per their website on 16 Sep 2019, NVC is reviewing the documents submitted to them on 2 Aug 2019. Therefore I have following questions:

1. Does NVC start to review the documents on that date and take further time to make a decision?

2. Status on my portal page at NVC shows following, should these underlined status change on review or they straight away schedule the interview:

     a. IV Fees  -  Paid

     b. DS 260  -  Completed

     c. Civil Documents  - Submitted 

     d. Financial Documents  -  Submitted

If any one can answer the questions I will be grateful.

It would  change  to 'accepted' and then you will get an email  telling you  that  all are documentarily qualified.

So they haven't  reviewed it as yet..

 You need to call NVC!

I called the NVC 2 days back and today status changed to accepted except 1 document which I need to replace. Hence my experience with NVC is good so far.
