The Form I-130 instructions say the following

What if a name has changed?

If either you or the person you are filing for is using a name that is not the same name shown on the relevant documents, you must file your petition with copies of the legal documents reflecting the name change, such as a marriage certificate, adoption decree, or court order.

My USC wife's name on the marriage cert is the same as her maiden. She didn't change it till later, and that was at the DMV. What documentary proof should I attach to prove that her name was changed legally?

Marriage certificate.

Marriage certificate IS the official way to change a name through marriage, in most states.  The only other way is via a court order.

 

Of course the marriage cert has her maiden name on it, but it also shows the new name (spouse's).

Okay, because the DMV didn't provide her with any documentation stating that she requested a name change. So the marriage certificate should also be listed as the document showing name change in the cover letter?

Yes.  She would have had to have used the MC to change her name with the DMV and any other agencies (passport, SSA, etc) in the first place.
