The timeline is about 1-2 years for completion of the annulment and the cost is at least $5k.

Local Civil Registry ..  same place that marriages are initially recorded in the Philippines (if married in the Phils).

What Cyberfx1024 told you is pretty accurate based on what others have reported here.  1-3 years and roughly $5K.  Prepare for the high end of any estimates you get.

Also don't be surprised that at the end of the process it somehow stalls and needs an additional payment to push it through.
