I am applying a visa for my sister so I have a couple questions

 

Processing time for I - 130 for sibling says 8 - 10.5 month. 

 

1) Is this fast to be completed?

2) I live in TX so why documents went to California?

3) Receipt Number starts with IOE09, so why 09 if I application started Sept of 2019?

1) An F4 petition for a USCs brother or sister takes about 12-15 years until they will be eligible for a visa...

2) Different processing center handle different cases not necessarily tied to your home state

3) Maybe 09 for september?

Also where did you get the impression that it would take 8-10.5 months? If you go to the USCIS processing site, it currently states 98 Months to 127.5 Months for California

I don't see sisters listed. That's probably why yours went to CA.

I highly doubt those numbers are accurate but even if they are it doesn't change the fact that if you file today, it will take at least 12 - 15 years for your sisters priority date to become current

You're not understanding things.

 

Approval of the I-130 is only the first step.  After the I-130 is approved, she has to wait for an available visa number.  Your sister has to wait for her Priority Date to be current in the Visa Bulletin to be eligible for a visa.  The current wait is 12-13 years.
