NZ to US. HELP!

My husband(kiwi)  and I (US) live in New Zealand with our 2 kids (dual citizens). We want to move to the US to be with my family and are planning for that to happen in the next 2 years. I'm so confused as to how to go about this. The DCF doesn't seem to apply to us since we don't have exceptional circumstances..just a family want to move countries. Do we file the IR1/CR1 while living abroad? How do we prove we want to live in the US without living there? We will be living with my parents for the first year till we find jobs and the kids established with school. Is that even an option? The more I read the more i'm seeing you basically have to move there and establish life before they grant visas. Any help is appreciated.

Yes

Things like setting up a residence, opening accounts, USC getting driver's license, register to vote.   Go out before the consulate phase if wanted.

Sure. Not an issues. Go in the consulate phase and set it up or show that you have plans once approved.

Many USC spouses find they need to move back earlier in the process to establish domicile and find a job in order to fulfill the sponsorship requirements, etc.
