Confusing case status

Timeline

My fiancé petition was denied last year due to admitting to smoking ganja 7 months prior. He was advised he can retake medical a year later. Medical has been completed and results sent to embassy, for a long time the visa status was READY, then it went to AP, that same day we received an email requesting a court document showing 2012 fine for smoking ganja, this form was sent the next day by DHL to the embassy, we then looked at status 2 days later and it stated EXPIRED! Of course this freaked me out because I was thinking just two days ago they asked for court documents. I emailed the embassy asking them what is the meaning of the new status, however I have yet to hear back from them. I was advised by someone that the petition with the CIS has expired but the embassy probably most likely extended the expiration date. Has anyone ever had this situation?
