Form I-824 question

Hello, guys. I really need your help is somebody filed this form. My friend is filing Form I-824 for her mother in Ukraine. She is a petitioner and her mother is an applicant. Who should sign this application in Pat 4. 6a - Applicant's signature - my friend or her mother? Should it be scanned and send to Ukraine to signs? There are confusing instructions in this part - "Only the petitioner of the previously approved immigrant visa petition may file Form I-824, if action in Part 2, Item Number 1.d. or Item Number 1.e. is requested. You must provide the A-number (in Part 1., Item Number 6. of the application) or the Receipt Number of the previously approved petition (in Part 3., Item Number 1.b. of this application), and complete and sign this application.

Why am I-824...? What happened to the original I-130?

Because I-30 was filed, but mother came here by tourist visa and I-485 was filed. She did not applied for Advance Parole and left the country before fingerprints appointment was scheduled. So, now I-485 is declined but I-30 approved but documents need to be transferred to NVC.

Gotcha. Yeah, I-824 is the way to go then.

 

The I-824 is the petitioner's document here (it is to take action on the I-130 petition), so they would be the one signing it.

A printed, signed, and scanned document is fine for the signature (in case the petitioner is also abroad right now).
