Hello. I have a question about Humanitarian Reinstatement.  

USCIS has approved humanitarian reinstatement for a I130 case.  (Original petitioner is deceased, substitute sponsor is fleshly sister of beneficiary, and NVC Welcome Letter is now directed to fleshly sister).  When filling out the NVC online application, who should be put as the "petitioner" in the section that asks for petitioner's information?   The deceased?  Or the new Sponsor? 
I think it should be the new sponsor (fleshly sister) but just need to make sure.  Thanks!

Let me explain.  The original petitioner is dead.  The original peitioner was the FATHER of the beneficiary.  Now the new substitute sponsor is the FLESHLY SISTER of the beneficiary.  It's no longer the father.  It's the fleshly sister.

"Fleshly sister" is not a standard phrase in modern English.  You may want to use "biological sister" instead.

In 53 years in the states I've never used or heard the use of the adjective "Fleshly" to describe a sister.  I've never introduced my sister as my biological sister either. That is pretty off.

 

If the sister is the substitute petitioner, then she fills out the I-864.

November 30,2021  Interview, Approval and Oath

December 10, 2021 US Passport Issued

August 12, 2022 PHL Dual Nationality Re-established & Passport Approved 

April 6,2023 Legally Separated - Oh well

I have never  come across fleshly. I would have assumed 'of the flesh'.

2: FLESHY sense 1a

.... definitely, biological is meant.

Native born USC, lived in the US my entire life...never once heard of a "fleshly" relative. Kinda morbid? lol

 

The petitioner is whoever provided the I-130.

A substitute sponsor could be the other relative.

Maybe you mean something other than "United States of America"?
