If a Canadian (now dual citizen of Can-US) living and working in US permanently (non resident declared in Canada when moved to US), has to goto Canada for a short work related trip. Does he need to inform CBP officer that he is coming for work? Or as a citizen he can enter without any reason? He has a family members (siblings and relatives) that he yearly visits in summer. So part of the short work trip is to meet them naturally.

 

The reason for this question is, he wants to know if a work permit is required or he need to have a letter for his employer for the reason for his work related trip.

Not with a valid Canadian passport.  He would use the Canadian passport for entering Canada, and the US passport for returning to the US.

As a Canadian citizen, he has guaranteed entry into Canada---no work permit/employment letter needed.

This isn't completely accurate. If he holds a valid US Passport, he can use it to enter Canada no problem, even if he's also a Canadian citizen. Even with the new rules that went into effect a couple of years ago that require dual citizens to use their Canadian passport when entering Canada, there is an exception for dual Canadian citizens who are also US Passport holders, who are allowed to continue using their US Passport when flying into Canada.

I did not say it was required.  In my personal experience, it is an easier process through customs and immigration to just use the passport of the country you are entering.
