NVC rejected one of my documents. URGENT help, I'm at a dead end :/

I submitted a family registration sheet, which is listed under alternate documents for a birth certificate, for Lebanon, but they rejected it and told me to replace it with an acceptable birth certificate. I did get a birth certificate for all 3 of the applicants except the main applicant whose birth certificate is non-existent 😕 

I got something called ifedet wilede for the main applicant, and I called the NVC to ask if this works as an alternative to the birth certificate. The guy on the phone told me to check the country reciprocity, which I did, and I told him my situation ( how I sent a family registration sheet but it was rejected ), to which he said he can only send a message to a supervisor to review my case, which he did on the phone. However, he told me that he's not sure they will be able to help me because my documents were rejected, and under NVC policy, you can't review rejected documents. 

Has anyone been in the same situation? Did you guys send family registration sheets ( ikhraj eid 3a2ile )? Were they accepted? I don't know what to do now 😕 Should I resend the same documents?

Why can't you obtain a BC for the main applicant? What does non-existent mean?

It's been lost. It just doesn't exist anymore

 

In Lebanon little emphasis is given on birth certificates, to the point where a lot of people haven't heard of a birth certificate. And during the war a in the 80s a lot of them were lost.

If you lost it you should be able to request a new one.

If they aren't able to issue a replacement it seems you will need a statement of non-existence

Call the Ministry of Interior’s local Civil Registry Office again. The US says it exists.

Called who? Have you reached out to the consulate/embassy? You are going to have to get something in writing to move this forward.

 

Also are you in Lebanon or the US? If you are not in Lebanon then you should find someone in Lebanon (maybe family member) who you can give power of attorny to make the request

Ok so the consulate gave me a photocopy of my family id (بيان قيد عائلي). They told me to give power of attorney to somebody in Lebanon. If they do it themselves they said it would take 3-4 months. Do you know how long it would take to get it from Lebanon if I find a relative to do it?

I asked the mayor who is basically a medium between the civil registry office and the people in terms of distributing birth certificates, registration sheet, etc. He told me that there is no such paper but he did make me a request for a birth statement released by the civil registry office which shows the principal applicant's DOB, and etc. I am currently residing in Lebanon, yes.
I have tried calling the embassy before but I was told to email the NVC for document related cases. Perhaps I called the wrong extension. They're closed at this moment anyway 😕

With immigration a lot of times you have to do your own digging and not accepting the first answer. If I were you I would reach out to some more civil ministries/agencies in Lebanon to confirm. The people at NVC will probably keep pointing you back to the reciprocity table so you really want to exhaust your efforts to get what is written there

Is it possible that they would accept something that is exactly like the birth certificate? Like I know one person from Lebanon who sent a Baptismal & Birth Certificate which was accepted. I have something that is exactly akin to the birth certificate. Maybe I should send that along with the family registration sheet, but call the ministry beforehand to inquire about this statement of non existence. Thank you!
