They are. My assumption is they think it will complicate or hurt their chances for some reason...?

Strange and unfortunate choice.

I don't understand why someone would omit a spouse or child in the first place - are they not all eligible derivatives for the DV?

For some, the omission is not intentional. Omission of eligible dependent could be:

1. The result of unscrupulous agents who download people’s information and pictures from the internet, and subsequently enter such people in DV lottery without their knowledge. They only find out when the agents contact them to let them know they’ve been selected.

2. DV entry/registration is free. However, they’re are several websites that charge people money upfront for the purpose of submitting an entry on their behalf. The registration with those websites could be valid for anywhere between five to ten years. Unfortunately those who registered with them often forget about their registration, never bother to inform those websites of family charges in their lives, the websites continue to register them based on the initially submitted information which may no longer be valid/correct.

3. Some may not be able to obtain current photos of eligible children (in situations where parents are separated) and decide to proceed like they have no kids.

4. Some have claimed they’re not located in the same country as their spouse and/or kids during the registration period and so decide to register without listing those eligible derivatives.

5. Some are just plain lazy and didn’t really think they’ll get selected.

Myriad of reasons ...

Yes, but.....  I would think that in the unlikely event of any of those scenarios, the presence of a child would come up in the interview.

It is just hard to fathom that it would be unintentional and then get as far as the OP apparently has.

And ultimately, as with all things US-immigration related, all applicants are personally responsible for the veracity of the info provided, even if they used an "agent."

Of course it comes up, the DS260 form requires a selectee to list ALL children, different from the eDV entry form which requires eligible children only.

Regardless of if the omission was intentional or not, these selectees most often than not decide to proceed with their selection as is once they find out the disclose of such an existing derivative will lead to a disqualification at the interview. Which is why I stated in an earlier post that the only “right” option is for such a person to forget about the selection in the first place.
