He does not need to voluntarily mention that he has a GF in the states unless he is specifically asked.  I would definetely not say in the interview volunteering this information.  Just needs to say that he wants to go do tourism which is what it would be for to begin with.  If he doesn't get approved for the tourist visa then the next step might be to marry on Jamaican soil and maybe delay about a year of year & a half after being married to start applying for the spousal green card so he can enter the US on a 10 year visa instead of a two year visa.  If you guys are going to be apart make it worth it by delaying filling for the green card so he doesn't have to deal with renewing a visa after 2 years of being in the States.
