K1 fiance visa status/progress

Hi everyone, I had my interview last July 25, 2019 and it was refused due to 212 a 4 public charge, so 4 days after that we sent the 2018 IRS of my fiance, and we have been calling and emailing them and they sent us an email twice about how its been escalated already. August 15 i received a text message from the courier that a delivery of a document will happen on that day and it turned out to be my passport being returned to me for the 2nd time with 221 g - recent pay stub, so later in that day I had it delivered already via courier and it was delivered to the embassy on August 19. It only changed date twice since then August 21 and 22 but still refused. Then I checked today and it changed and it says READY in the immigrant visa section. but in the non immigrant section its still NO STATUS. Can anyone tell me what the word READY means in this context? Is it going somewhere positive, like ISSUED? Please let me know your opinions and your experiences. It will be very much appreciated. Thank you very much.
