Have you had or heard of a case in which the processing time for an F3 I-130 to be FILED AND APPROVED IN UNDER 2 MONTHS ? That seems to be the case in our petition. The petition was filed on August 1996 (priority date) and was already at the NVC by October 1996 based on the NVC case number (MNL1996XXXXX). Could the process really be that quick? Asking this in regards to my CSPA eligibility. I need some significant amount of time to cut off from my age to qualify. Thanks

Yes, it can happen.  With an August 1996 PD and a 1996 NVC number, the I-130 was approved amazingly fast.

Unfortunately, you will age out and your CSPA age will be over 21 when your real age is 21 years and 2 months.  Sorry.

Darn it! Im still hoping that there was some kind of mistake or delay from USCIS. Hahahaha. Thanks for the response.

yes, back In the day the approvals were quicker, but waiting time was still a very long wait,

so it really doesn't matter if it was approved in 2 months or 5 years

Sigh. Im just 6 months short from qualifying (4 and a half minus the 45 days thru the priority act). My family waited for 23 years and without me, they wont push thru with the visa application. Oh well... Hahahahaaha. Thanks for replying!

Your parent can apply for you as soon as they arrive in the US. You will be under the F2B category. 10years+ waiting time and you have to stay single. Good luck!
