I-130a important question

My husband is not living in the US, he lives abroad and I’ve read that he doesn’t need to sign the i-130a if he doesn’t live in the US. So I am filling it out for him, but I’m confused on Part 4, Spouse beneficiary’s statement, since I am filling it out for him what do I select. Also my husband doesn’t know English so does that mean since I filled it out for him do I select 1a? I’m confused  What do I do

I am filling it out with his permission and also using information that he has given me. So therefore I am the preparer. So since I’m the preparer what do I put in spouse beneficiary’s statement since he doesn’t know English, do I put 1b and also say I’m the interpreter since I translated everything for him when giving me information.

I could complete both Part 5 and Part 6 with your information, and mark Part 4 1b. and 2 as valid. Technically, you are translating his information and preparing it for him on his behalf, especially since he doesn't speak/read English at a level to complete the form on his own.
