Sometimes it takes more than 1 try. The information is listed in a file in the NOA2 --- NVC threads. That has much information in it. 

Are you the beneficiary ? If so why is the petitioner not taking action on this. I know i as petitioner was always taking care of it.

There is some information you need from the NOA2 letter your must supply before they will speak to you also.

Following advice from members not familiar with the idiosyncrasies of Manila will potentially send you down a rabbit hole you don't need to follow.  Calling NVC doesn't gain you anything as it relates to Manila.   Once you have the EMAIL from NVC with your case number,  you can complete everything in just a couple of days and get the interview scheduled.  It is just that simple

You will need your NVC letter/email for the medical.  

 

Do send the email requesting your case file number,  use the link I gave you earlier.

Hard to say whether you will get the NVC letter. You say you updated your address on the website? Which website? You have to contact USCIS and USPS about change of addresses (COA) to be more certain that you will get your mail.  This is a common pitfall that many people fall into, they notify the sender of the COA, but neglect to notify to the delivery service of the COA, both are important, ending up in a mess, and missed mail. This is specifically mentioned in a USCIS link about COA:

We strongly encourage you to update your address with USCIS to ensure you receive all correspondence and benefits from us in a timely manner and avoid possible delays related to your case.

Changing your address with the U.S. Postal Service will not change your address with USCIS. Please update your information with both USCIS and USPS.
