DHS denying a permanent resident from entering the US

My wife, 2 children and I are scheduled to fly back to the US tomorrow after vacationing in the Philippines for the past month. I tried checking in online to print out our boarding passes and my step daughter could not be checked in. I was given a message that DHS has denied her entry into the US and that I need to contact them to get approval. My step daughter is a permanent resident so I dont understand why I need to apply to have her allowed to reenter the US. Has anyone dealt with this issue before?
