Question about proof of Bona Fide marriage/relationship

I always find that list of documents proving your bona fide marriage a bit crazy, make me wonder if who made the list was trying to make a list of documents you CAN'T get until after the visa is issue and your spouse is in the USA.

 

 

the list of docs are insane to get without the spouse/fiance geting here.. ACR card?
