Only if your joint-sponsor has filed any immigration petition in the past. If it’s not the case, no need to complete this part.

Your fiance’s name is entered on your dad’s form as the beneficiary, not as a household member or dependent.

Did you even OPEN the instructions?

https://vn.usembassy.gov/visas/immigrant-visas/required-documents/

Read the K visa section.  Their position:  the officer will determine whether a joint sponsor is accepted at time of interview.

Did you have a Plan B here?

Fraud is not the issue, it's a public charge concern that is being brought up.

I'm not too familiar with that consulate, but it's not one I heard of that has an issue with co sponsors. Somebody else can correct me if I'm wrong.

I-134’s are not technically enforceable or legally binding.

SO:

They send you back until you either marry and file I-864’s or wait until you can sponsor your fiance independently.

I am not sure about Vietnam.  Manila?  You’d be hosed right now.

I-864 is for an immigrant visa or AOS.

I-134 is for a K-1 visa.

I’d definitely send this OP over to the regional thread.

After you get married and adjust status you submit I-864

OR

After you get married and petition her as a spouse you submit I-864

A fiance visa requires an I-134 which is really used to screen a petitioner and is not legally enforceable or binding.

It appears after researching that Vietnam is in fact a tough embassy in regards to support affidavits.  Good luck.

Embassy is not required to accept a co-sponsor with the K-1 .. this is totally at the discretion of the CO.

If you want to have a qualified co-sponsor accepted by the embassy you would need an immigrant visa (I-130).
