I thought you said (or insinuated) that some embassies just don't accept sponsors period. I-864 or not, they  just don't accept it, and if that's the case, I think it's unfair. Cheers!

With the K-1 visa (I-134) the embassy is not required to accept a co-sponsor, so it is totally at the discretion of the CO.   

 

Which is not the same for an immigrant visa.

I've learned that "the man with the gold makes the rules" and so if the rules say jump then you jump if you want what they have. You may not agree with it but it's a fact that different embassy's require different instructions, documents, evidence etc. and so you must be willing to abide by what they are asking for or you will not get the visa you are after. That's reality.
