I know I have read almost 4 days of stuffs on visajourney.  Even reading through everything I am still a little confused.  I know I suppose to wait around 2 to 4 weeks before calling NVC to get HCM case #.  What I am confused about is after that.  Do I wait for the embassy to send the Packet 3 to me or my Fiancee?  Only after getting packet 3 then I can tell my fiancee to work on the ds 160 and to schedule an interview date?  If someone that can be kind  help me or at least give me a guide on what to do after NOA2.  Thank you and Desperately needs help

Hello,

Your fiancee will receive the packet 3 directly. After being sent, you fiancee will receive another notification saying that it is OK to schedule an interview, and only at that time you can go to the website and select a date.

Thank you.  So the HCM Consular will use the the address of my fiancee I provided in the i 129f to send her the packet 3?  So I basically don't do anything right now until she gets the packet 3?  When Can i fill out the ds 160 and send the confirmation page plus photos to the consular office? Thank you Vengatore

I am pretty sure we didn't fill it until reception of the packet 3.

I received my NOA 2 on 12 APR 19.  The NVC assigned it a HMC case # on 1 May 19.  It got sent to the US Consulate in Ho Chi Minh around 20 May 19 if I remember correctly.  Your NVC # will be HMC2019XXXYYY.  XXX is the julian date that your case was processed and assigned the case # and YYY is what # case that was processed that day.  So a case # of HMC2019223001 means you case was assigned a # on 11 August 2019 and it was the first case that day assigned a #.

Knowing this is useful because you can make up case #s to see how close the NVC is to finishing processing your case.  So if your case # is HMC2019223001, you can go to the NVC webpage to check statuses and enter HMC2019200001 which is a case that was assigned a # on 19 JUL 19 and see if it was processed.  If you do this, be careful to note all the case #s are not the same type (some are K1, some are tourist Visas, etc.) you are looking for the K1 Visa verbiage.  If you play around with the case #s, you can see where the NVC is at in terms of processing.

Once the NVC shipped the packet to the consulate and they processed it, they emailed my then-finacee an instruction letter (see attached).  Once your fiancee receives the instruction letter, you snail mail in the DS-160 confirmation page, visa photos and copy of passport.  You can schedule your appointment online 5 days after you send that stuff in.  Once they receive your DS-160 etc., they will snail mail your financee the package letter 3 stuff.  When she gets the package 3 letter she can get her physical done.

Andrew,

Thank you for that great info.  I am still a little confused.  It seems like you did the ds 160 and scheduling before you received your Packet 3.  I read everywhere to wait until the packet 3 to then fill out the ds 160 and scheduling of the interview.  One last question.  When do i pay for the visa?  Is it during the ds 160 or when scheduling the interview appointment?  Thank you:)

I did the DS-160 prior to receiving the package letter.  For the DS-160, it doesn't really matter when you do it once the NVC has sent your packet to the consulate.  After doing the DS-160, I went here: https://cgifederal.secure.force.com/?language=English&country=Vietnam and registered.  After you register on that website, the website generates a deposit slip your finacee takes to the post office to pay the visa fee.  She will get a receipt after paying with a receipt # on it.  You need to keep this receipt # and enter it which is how the system knows you paid.  I probably jumped the gun, but I did the DS-160 and paid the visa fee after the NVC sent the case to the consulate, but prior to receiving the instruction letter.  Didn't have any issues.

So my timeline was:  NVC sent approved packet to US Consulate.  I got notice it had shipped from the NVC, I waited a few days, then emailed the consulate with my updated contact info to ensure they had the proper email address and address for my fiancee.  When you email them, include a scan of your passport to verify your identity.  I also did the DS-160 and registered for the website to schedule an appointment and paid the visa fee.  One correction - once the consulate initially processed my case, they mailed my fiancee the Instruction Package Letter (PKT3 - K), not the instructions I uploaded earlier.  The PKT3 letter contains a url to download the instructions that I attached earlier.  Once my wife received the PKT3 letter and downloaded the instructions, we mailed in the photos, DS-160 confirmation page, and copy of her passport.  Waited a few days then I emailed the consulate to confirm when they received it.  Waited until day 5 after mailing that stuff in, the scheduled her appointment on the website.  Wife took the appointment confirmation page from the website and the PKT3 letter and got her physical and vaccinations done.
