I sent a note to the moderators to move this question to a separate thread.  The easy answer to your question is to find a good immigration lawyer.

Visa Received : 2014-04-04 (K1 - see timeline for details)

I-485 Approved: 2015-03-13

Green Card Received: 2015-03-24 Yeah!!!

I-751 Biometrics Appt.:  2017-01-26

N400 Filed:  2018-01-13

Talk to a lawyer. You need to apply for a provisional waiver and after it is approved he can go back to his country and get the visa. You need a GOOD immigration lawyer for this.

Your case is well beyond the scope of a do-it-yourself web site, imo.  You will need a very experienced immigration attorney.  It will not be easy, cheap, or fast at all.  No one can guarantee a positive outcome.

In summary, it took 13 months for approval of the CR-1.  It took 44 months for approval of the I-751.  It took 4 months for approval of the N-400.   It took 172 days from N-400 application to Oath Ceremony.   It took 6 weeks for Passport, then 7 additional weeks for return of wife's Naturalization Certificate..

Timeline

You will need to file the I-130 and the I-601a (waiver) . After they are both approved he will have to return to Mexico and interview in the consulate there.  An attorney is recommended for the waiver packet. When he leaves the US he will incur a 10 year ban for the overstay but if the waiver has been approved this should not be a problem unless there are other issues that have not been disclosed.
