PLEASE VJ WHATS THE MEANING OF THIS AND HOW LONG WILL THEY SET INTERVIEW ?

 

Please allow up to three-weeks for NVC to review your forms and documents once we receive both the petitioner’s financial documents and the applicant’s civil documents. You must also have paid all required fees and submitted your visa application online. We will not review your file until we have received all of the above items. At that time, we will let you know if there are additional items required or if visa pre-processing is complete. As of 30-JUL-2019 we are reviewing documents submitted to us on 22-JUN-2019.

It means as of July 30, NVC is looking/reviewing at documents submitted at the CEAC website on or before 22 June.

 

Meaning if you submitted your forms on July 1, they still haven't gotten around to looking at your documents.

 

If you submitted your forms on June 15, they may be still looking at it and reviewing.

As long as it needs to take, embassy backlog play into question. They wont get you into the interview queue till your documents are accepted or you are document qualified.

guess you are in queue for interview then. 

 

Note that academic year is about to start in USA, so they could be prioritizing student visa.

When did you file? You do know that the process for spousal visas takes about a year or more, correct?

Check if your case is still within normal processing times because if it is not you might be able to expedite based on NVCs fault or whatever

12-14 months is very normal for CR-1.  Also check out this thread for how long it takes to get a visa interview abroad, you can sort the spreadsheet by country to see what the interview backlog is for your country.
