To learn to drive all you need to start is a large parking lot to get the basics, then some open country roads if you have some. My dad had me driving at 13 years old, no permit, no nothing. Granted that was 30+ years ago, but you can learn the basics in a parking lot. At least get really good at the skills test with some orange cones. Then you can knock out the test and everything in a few days once you have the permit.

My dad started us in cemeteries, but parking lots work too.

 

To the OP, in MI they allowed Katya to get a learners permit with her SSN, valid I94 and proof of Michigan residency (I think bank statement and USCIS mailing addressed to her at our house).  This allowed us to get started as she was in the same boat, coming from a city with good public transportation so she hadn't driven in years, but the permit expired when the I94 expired.  When she got her GC, we went back and applied for a license, she took her road test, and got her full license.  As to practicing, if you can find where some of the driving schools practice the parking skills test, you can practice there sometimes.

Cemetery, that's a good idea, the big ones are almost like a city with roads and stop signs. And  I should have had my wife do what you did. You have 90 days or say 80 if you get the learner's permit on your I94, then if you practice hard for a week or two and take the driver test and pass you will get your license. Might only be good for another 40 days, but after green card or EAD card show's up, you can just renew your expired license, won't have to get a new permit and test again. Granted some cities it takes 4-5 weeks to even get in for the driver test.

Simple answer is it's because that's what the elected officials of that state wanted.

 

Some states choose to make it difficult for those without legal stay - possibly hoping to discourage them from settling there. Other states treat it as a fact that they are already there and it's better for everybody for them to be able to drive & - importantly - get insurance.

You can get an AB 60 driver's license in California without legal status in the US.  All you need is proof of identity (e.g., foreign passport), and proof of California residency.  Check out this link for more info:

Because they realized that the illegals are going to drive no matter if they have a license or not, so they figured that it's better that the illegals get a chance to drive legally and can get insurance etc, than driving illegally with no license.

Thank you I just checked and my passport is not listed in the list of approved passports. I'll just wait then.

It’s just so aggravating that illegals can get a license and my husband has had to jump through hoops time and time again to get his and keep it valid. Now it will expire again when his 2 year GC expires and we will have to wait to get a new one WHEN he gets his 10 year GC which could take up to 18 months. The rules are so very strict where we live. But, you don’t dare apply for an illegal license. Who knows what the consequences of that would be. 🤔

I got based on my I 94 but they gave me for like an year. after getting 2 year conditional GC still had it valid for another 6 months.

then renewed nearer to the end.

The online info is not complete at times.

My two cents is walk in to your nearest DMV with your SSN and passport. and they will give you the right direction. thats what I did.
