Thank you so much I really appreciate it.  I did call them and the representative didn't have any information for me , she just gave me the receipt number. I am not sure either but to me a receipt means they accepted it otherwise they've just sent me the file back ! I could be wrong but i am trying to make myself feel better lol 🤭 also I've never seen a receipt number from uscis starts with IOE ! 

When I paid my green card fees in April before immigrating to the states my receipt number started with IOE.

Where is your local office? It's based on your residential address and you'll be assigned to the field office that covers your zip code in its zone. What city are you in?
