Add the Seychelles to the list: https://mu.usembassy.gov/visas/

Maybe since South Africa is visa-free and Madagascar is visa on arrival ¯\_(ツ)_/¯ https://www.passportindex.org/comparebyPassport.php?p1=mu&p2=sc&fl=&s=yes

It’s not visas that matters, there are embassies that do immigration visas for neighboring country residents that do need visas to first enter those countries. It’s either when there are not enough people in a particular locale who use the service to justify having it there, or when political issues have closed diplomatic facilities in a particular country.  I’m just surprised they would do it for regional places that are so far. At least the other countries in Southern Africa they can get overground transport.

you and her need to be aware of the needed income she has to have to support the petition 125% of poverty level for spouse visa

They will need to keep in mind with this too, that her income in Durban will not qualify unless her Durban income will continue once she moves to the US. Unless she can move to the US and get a job in the US that comes 125% over the poverty level before the time of the interview, you will need a joint sponsor.

I'm surprised too. The embassy in Antananarivo, Madagascar is relatively closer to both Mauritius and the Seychelles.

Flights to there are probably not nearly as easy or frequent as to SA though.  I’m more surprised that Madagascar rather than Mauritius was chosen as “the” Indian Ocean island location.
