Receipt of Green Card

Hello,

I wanted to come USA after i receive my immigrant Visa and come back to work overseas. i could probably stay in USA 2 to 3 weeks. my Question is if i didn't receive my green card within this time, is the green card will be delivered to the address or no? and can i go USCIS office and ask for permission to travel?

I still have tourist visa valid for 10 years.

If you receive an immigrant visa, your tourist visa would be cancelled, since you have intent to immigrate.  You'll need to get authorization to travel while in the US, which will be a pain, and there is no guarantee they'll approve it.  You are better off waiting for your green card to arrive, you don't want to be out of the country and have your green card lost lost or stolen from the mailbox.  You should also stick around and get your social security card, and other affairs in order before flying out.
