It’s already been pointed out above that there has always been a public charge rule. The instructions have always given the guidelines as a “minimum”.  All the factors you mention have always been taken into account, perhaps a little more seriously now, but there is nothing about the rule as such that is new.

 

Is your “friend’s” father in particularly ill heath? Regardless of the rule, your “friend” should be investigating the cost of healthcare for elderly people, both insurance and out of pocket. I presume your “friend” is aware of the severely restricted access to Medicare (paid part only) and social security (none) that someone moving here as a retiree with never having worked/contributed will have? This is a far more important long term factor than a number that will satisfy a CO.

That’s not enough to live on taking health insurance, out of pocket health expenses, as well as normal living expenses into account.

 

60 is early to retire, if he is healthy why would he not look for a job for at least 5 years till normal retirement age?

All the items noted regarding healthcare and living expenses and such is considered to GET the visa. The CO looks at a totality of the circumstances to assess the public charge issue.

Given that he receives & uses a form of retirement currently (and his age), logically it makes sense to believe that he is retired, and that he will likely be viewed as such by the CO. His intent to work once in the US is likely not of much value in this circumstance, nor would he likely ever be eligible for certain government programs (i.e. Social Security) since he won't accrue enough work credits. These are also considerations the CO will assess.

 

The way to address them is via a proper sponsor, plus plans for healthcare costs/insurance as needed. There's minimal details of the qualifications of either the sponsor or a joint sponsor, so no way to know if he will be alright as-is, need a joint sponsor, or need a different joint sponsor.

 

The best thing here is for the individual to create an account here and ask the questions. They will know their own financial situation the best.
