I have been debating this topic back and forth. I just got 4x6 pictures printed from Walgreens. My question is do you think it's easier for them to be glued to a piece of paper with the description underneath or just label the back and put them in a ziploc bag? I just feel like the ziploc bag could easily be detached or lost from the packet. Do they scan the pictures as well or just look at them? If they scan them I feel like gluing them on paper would make it easier. Any suggestions?

Scan them and print them 4-6 to a page ...  make it as easy as possible  for the officer to get the information.. write or type date place event etc underneath each one

I'm not going to scan them when I just got them printed at Walgreens. If I wanted to do that I would have just printed them off my computer.

Your choice ... The bottom line is to make it as easy as possible for the officer to see them .. too much or too hard and they will not even look at them .. glossy high quality printing isn’t necessary .. but ease of access is ..

So gluing them to a paper and typing the caption underneath is probably the best choice then

Yeah; you've said you don't want to do the easiest thing (print on regular paper, multiple pictures to a page, type out captions of when, where, and who's in the picture), which works well, and many of us have done.

Pictures are of little utilitarian value to the petition,  don't make a big deal about it

YMMV

For what it’s worth, we printed photos, put in a ziplock bag, individuals names, dates and locations on the back. Had no issues.

Paper clip or use light staples from the bag to the application (so that it can be easily detached).

You package the envelope itself and all items are sent in the same envelope. Doubt they’ll get lost.

I just wrote the description on the back of each 4 x 6 picture and left them in the package/envelope Walgreen's put them in. I had about 50-60 pictures and submitted them with no issues. I was just reading a post/reply from someone in the ROC July, 2019 filers that he got all of his pictures sent back from USCIS with a letter saying that the "format" of pictures he sent is not acceptable and needed to resend them with a correct format. You may want to look into to that so you don't send an incorrect format.
